2015.03.27 11:09 - adminHow the cast votes should be translated into mandates is a central issue of any electoral (voting) system applied to elect members of parliaments, local authority bodies, supervisory boards etc. There is no single answer because of numerous political, moral, social etc. circumstances. However, some issues of purely mathematical (or rather statistical) nature are also involved. How to round numbers of cast votes? What to do with votes cast on parties that have not passed the defined electoral threshold? Even in case of single-seat constituency voting systems (recently a hot topic in Poland) winners may in practice be elected very differently. The lecture will be devoted exclusively to technical aspects of voting.
